Can You have 2 or more PayPal accounts officially & legally?

So 2 or more Paypal accounts for the same person can be legal officially ?

Only this way: 1 personal + 1 business account

But not legal other ways like 2 business or 2 personal accounts.

And you can not have more PayPal accounts than 2 officially, legally.

And the 2 paypal accounts have to be with different emails.
